Summary
Altoona’s DORA district just grew: The Yard is now part of the designated outdoor refreshment area, so you can buy a drink there and walk around outside with it. It’s a small expansion aimed at making the area more of a hangout spot.

Impact analysis
Expect a possible bump for nearby bars and restaurants as people stay out longer and hop between spots—though the city may absorb some added permitting and enforcement costs.
Local bars and restaurants—especially The Yard—plus anyone who likes a drink-and-stroll vibe get the upside.
