Civic issues
Topics getting the most attention in Altoona public meetings, ranked by how frequently they come up.
2027 General Fund Budget
The draft general fund is $9.19 million, up 2.64%, with a total levy of $7.04 million held at a 5.0 equalized mill rate. Assessments rose ~10% this year, so a typical home will see a modest tax bill increase even though the rate is flat.
Two-year capital budget and ad hoc CIP committee
The city will keep its annual operating budget but plan and borrow for capital projects on a two-year cycle starting in 2027, letting it complete bigger projects in one borrowing.
City Clerk retirement and succession
Longtime City Clerk Cindy Bauer retires November 30 after 30+ years. The council raised the position's pay grade based on a market study so the city can compete for a strong replacement.
Otter Creek Landing property assessment error
A resident says all 18 twin-home units were assessed without their second story, potentially costing the city $35,000-$40,000 in uncollected taxes last year — and the city may need to pursue back taxes.
2026 Citywide Property Revaluation
The Board of Review is the place where Altoona property owners can formally challenge their property assessments. The board put off its substantive session until August 26, 2026, from 5–7 p.m., because the assessment roll wasn't complete yet. If your assessment looks wrong, that's your window to be heard.
2026-27 Capital and Operational Budgets Take Shape
Staff started work on next year's budgets. The capital budget has sat at $2 million for years, and after about $400,000 goes to the vehicle fleet, there's only about $600,000 left for everything else — so expect some tough tradeoff conversations this fall.
River Prairie Event Center management change
The city switched from splitting revenue with its event center operator to a straight lease at $9,200 a month, worth roughly $15,000 more per year to the city. The city keeps the space for elections, festivals and community events, and can now bring in outside caterers for city functions.
